A RESOLUTION

Strongly urging the Congress of the United States of America to

2

not transfer any Guantanamo detainees to prisons within the

3

Commonwealth of Pennsylvania.

WHEREAS, The persons presently being detained at the

5

Guantanamo Bay Detention Camp are presently classified as enemy

6

combatants; and

7

WHEREAS, An enemy combatant is defined as a person who

8

supported or was part of the Taliban or al-Qaeda, or associated

9

forces that are engaged in hostile acts against the United

10

States or its allies; and

11

WHEREAS, Most of these individuals are trained killers whose

12

sole mission is to harm American citizens; and

13

WHEREAS, Approximately 61 former detainees appear to have

14

returned to terrorism since their release from custody; and

15

WHEREAS, Rehabilitation does not appear to be an option; and

16

WHEREAS, The citizens of the Commonwealth of Pennsylvania

should not be required to pay for the housing of detainees who

2

are not United States citizens; and

3

WHEREAS, The transfer of detainees from the Guantanamo Bay

4

Detention Camp to facilities located within the United States of

5

America is counter to our national interest of protecting

6

American citizens; and

7

WHEREAS, The detainees, as enemy combatants, should not be

8

entitled to our American civil rights which would be afforded to

9

them when they reach United States soil; and

10

WHEREAS, The United States taxpayers should not have to fund

11

the legal costs associated with these American civil rights; and

12

WHEREAS, It is recommended that these detainees be

13

transferred to maximum security detention facilities within

14

their countries of citizenship or the country in which they were

15

captured; therefore be it

16

RESOLVED, That the House of Representatives of the

17

Commonwealth of Pennsylvania strongly urge the Congress of the

18

United States to not transfer any Guantanamo detainees to

19

prisons within the Commonwealth of Pennsylvania; and be it

20

further

21

RESOLVED, That copies of this resolution be transmitted to

22

the presiding officers of each house of Congress and to each

23

member of Congress from Pennsylvania.
