A RESOLUTION

Directing the Legislative Budget and Finance Committee to study

2

intermodal transit in southeastern Pennsylvania.

3

WHEREAS, The regions of this Commonwealth consisting of

4

Bucks, Chester, Delaware, Northampton, Lehigh, Berks,

5

Philadelphia and Montgomery counties are presently served by the

6

following transportation systems:

7

(1)  Southeastern Pennsylvania Transportation Authority.

8

(2)  Philadelphia Parking Authority.

9

(3)  Delaware River Port Authority.

10

(4)  Delaware River Joint Toll Bridge Commission.

(5)  Philadelphia International Airport;

therefore be it

13

RESOLVED, That the Legislative Budget and Finance Committee

14

undertake a study of replacing the current transit entities in

15

southeastern Pennsylvania with a regional system to make

16

recommendations for dedicated funds from locally derived sources

17

and shall meet with the affected transportation systems; and be

18

it further

RESOLVED, That among the sources the committee may consider

2

are a levy to be imposed on parking facilities, including

3

airport parking facilities, naming rights, advertising, bridge

4

tolling, privatization of road systems, direct revenue sources

5

derived from tolling of specific lanes or structures or

6

surcharges for use of certain lanes by motorists at specified

7

times during the day and dedicated taxes or fees; and be it

8

further

9

RESOLVED, That the committee be precluded from identifying

10

any other local revenue derived from the imposition of a realty

11

transfer tax, earned income tax or regional sales tax upon the

12

residents or businesses located within the geographical

13

boundaries of the district without public recommendation from a

14

two-thirds majority of the members of the committee for any

15

other locally derived revenue which would require legislative

16

enactment by the General Assembly; and be it further

17

RESOLVED, That the committee also hold public hearings on the

18

matters to be considered by it at locations throughout

19

southeastern Pennsylvania, including specifically those areas

20

most likely to be served by any system that may replace the

21

existing transit entities in southeastern Pennsylvania. All

22

meetings and public hearings of the committee shall be deemed

23

meetings for the purposes of and subject to 65 Pa.C.S. Ch. 7

24

(relating to open meetings); and be it further

25

RESOLVED, That the Legislative Budget and Finance Committee

26

report its findings and recommendations to the House of

27

Representatives on September 15, 2010; and be it further

28

RESOLVED, That upon receipt of the final report of the

29

committee, the House of Representatives promptly review and

30

consider the recommendations of the committee and develop

legislation based on those recommendations for consideration as

it deems appropriate.
