| A RESOLUTION |
| |
1 | Calling upon the Department of Health to conduct a study |
2 | determining the accessibility and effectiveness of sickle |
3 | cell services currently provided by the Department of Health |
4 | and need for additional services to meet the needs of people |
5 | afflicted with sickle cell disease in this Commonwealth. |
6 | WHEREAS, It is the duty of the House of Representatives to |
7 | enhance the health and welfare of all citizens of this |
8 | Commonwealth by the orderly and economic distribution of sickle |
9 | cell disease treatment sources to ensure access and to make the |
10 | delivery system responsive and adequate to the needs of its |
11 | citizens; and |
12 | WHEREAS, The Department of Health should foster a sound |
13 | sickle cell disease treatment system which provides quality care |
14 | at accessible facilities located throughout this Commonwealth, |
15 | evaluates potential providers on quality of care issues and |
16 | monitors the demand for, supply of and use of services to ensure |
17 | that treatment needs are met; and |

1 | WHEREAS, The Sickle Cell Disease Program administrated by the |
2 | Department of Health has providers in Pittsburgh and |
3 | Philadelphia at major medical centers specializing in the |
4 | treatment of the disease in children and adults; and |
5 | WHEREAS, The Sickle Cell Disease Program provides |
6 | psychological and educational services through community-based |
7 | organizations located in certain regions of this Commonwealth, |
8 | but some regions lack medical, psychological and educational |
9 | services altogether; and |
10 | WHEREAS, Despite many attempted treatments for sickle cell |
11 | disease, there is currently no universal cure; and |
12 | WHEREAS, Various approaches are being sought to prevent |
13 | sickling episodes, as well as the complications of sickle cell |
14 | disease; and |
15 | WHEREAS, There is a tremendous need for educating people |
16 | about this tragic illness, and especially the need for testing |
17 | prior to pregnancy as an essential component of preventing new |
18 | cases of children with sickle cell disease; therefore be it |
19 | RESOLVED, That the House of Representatives call upon the |
20 | Department of Health to conduct a study of the conditions, |
21 | needs, issues and problems related to sickle cell disease and |
22 | its treatment, the effectiveness of the Sickle Cell Disease |
23 | Program and to recommend any actions or legislation which the |
24 | department deems necessary or appropriate; and be it further |
25 | RESOLVED, That the Department of Health be called upon to |
26 | report to the House of Representatives no later than six months |
27 | after the adoption of this resolution on its activities, |
28 | findings and recommendations to make the availability and |
29 | accessibility of this type of care as uniform as possible across |
30 | the diversity of this Commonwealth. |
