| A RESOLUTION |
| |
1 | Directing the Legislative Budget and Finance Committee to |
2 | undertake a review of the existing transportation entities in |
3 | southeastern Pennsylvania and to complete a study and cost |
4 | analysis of the implementation of a comprehensive regional |
5 | transportation planning and investment entity. |
6 | WHEREAS, The regions of this Commonwealth consisting of |
7 | Bucks, Chester, Delaware, Northampton, Lehigh, Berks, |
8 | Philadelphia and Montgomery Counties are currently served by |
9 | several transportation entities including the Southeastern |
10 | Pennsylvania Transportation Authority, the Philadelphia Parking |
11 | Authority, the Delaware River Port Authority, the Delaware River |
12 | Joint Toll Bridge Commission, the Philadelphia International |
13 | Airport and the Lehigh Valley International Airport; and |
14 | WHEREAS, In southeastern Pennsylvania, there is no single |
15 | intermodal entity but several separate entities, each with their |
16 | own initiatives and budgets; and |
17 | WHEREAS, This system of multiple-entity governance prevents |
18 | the development and execution of comprehensive regional |

1 | transportation planning and investment; and |
2 | WHEREAS, Each entity raises and expends funds independently, |
3 | therefore no single entity can develop and execute a |
4 | comprehensive plan to transform the region's transportation |
5 | infrastructure; and |
6 | WHEREAS, Population centers and employment opportunities are |
7 | increasingly expanding outside the Philadelphia urbanized area |
8 | which creates challenges for the existing transportation |
9 | network, resulting in congestion and commuting problems that |
10 | extend beyond the jurisdiction of any one county; and |
11 | WHEREAS, A modern efficient system would provide |
12 | sustainability and a cost-effective impact, which are both |
13 | instrumental for future economic prosperity; and |
14 | WHEREAS, An integrated entity could be in a better position |
15 | to modernize and transform the transportation system service in |
16 | southeastern Pennsylvania, to maximize rail and mass transit and |
17 | to coordinate investment and development of high-speed rail; and |
18 | WHEREAS, A multimodal regional transportation authority may |
19 | more effectively respond to Federal, State and local initiatives |
20 | as highlighted by the United States Secretary of Transportation |
21 | and Federal Highway Administration's increased focus on |
22 | multimodal initiatives through development of a national high- |
23 | speed rail implementation program, including further development |
24 | in the Northeast Corridor; and |
25 | WHEREAS, A multimodal regional transportation authority could |
26 | be in a better position to leverage revenue-generating projects |
27 | with available Federal, State and local funding sources; and |
28 | WHEREAS, The creation of a multimodal regional transportation |
29 | authority in southeastern Pennsylvania may present a unique |
30 | opportunity to address comprehensive land planning and |

1 | transportation development issues to better shape the future of |
2 | strategic regional planning initiatives by removing individual |
3 | agency boundaries that limit the effective implementation of |
4 | regional transportation solutions; therefore be it |
5 | RESOLVED, That the Legislative Budget and Finance Committee |
6 | undertake a review of the existing transportation entities in |
7 | southeastern Pennsylvania which shall include consultation with |
8 | representatives from transportation entities in the region; and |
9 | be it further |
10 | RESOLVED, That the Legislative Budget and Finance Committee |
11 | identify comparable national peer regions for comparisons with |
12 | southeastern Pennsylvania, which may include the regional |
13 | transportation authorities in the states of Georgia, Texas, |
14 | Colorado, Oregon, California and Florida, for purposes of |
15 | reviewing existing practices and functions and their |
16 | applicability to southeastern Pennsylvania; and be it further |
17 | RESOLVED, That the Legislative Budget and Finance Committee |
18 | complete a study and cost analysis of the implementation and |
19 | continued administration of a comprehensive regional |
20 | transportation authority in southeastern Pennsylvania; and be it |
21 | further |
22 | RESOLVED, That, in an effort to alleviate the expenses to the |
23 | Legislative Budget and Finance Committee for conducting a study |
24 | of this nature and magnitude, the Legislative Budget and Finance |
25 | Committee identify and apply for government grants or private |
26 | funding, or both, for a study germane to this issue; and be it |
27 | further |
28 | RESOLVED, That, in furtherance of its study, the Legislative |
29 | Budget and Finance Committee shall: |
30 | (1) evaluate the powers and duties of each individual |

1 | authority, including limitations of the individual authority |
2 | to plan, design, finance, construct, operate and maintain |
3 | existing transportation facilities and to provide a safe, |
4 | adequate and efficient surface transportation network for the |
5 | southeast region; |
6 | (2) address agency revenue sources, governance, |
7 | coordination of work plans and coordination with local |
8 | comprehensive plans for all transportation facilities and |
9 | infrastructure development within the southeastern region; |
10 | (3) recommend an implementation plan, which may include |
11 | the formation of a regional transportation network or other |
12 | implementation approach to provide a comprehensive multimodal |
13 | regional transportation network; and |
14 | (4) recommend and itemize any legislative action, if |
15 | necessary, to implement a southeastern regional |
16 | transportation authority; |
17 | and be it further |
18 | RESOLVED, That the Legislative Budget and Finance Committee |
19 | report all findings, conclusions and recommendations to the |
20 | House of Representatives within one year of the adoption of this |
21 | resolution. |
