| A RESOLUTION |
| |
1 | Memorializing the Congress of the United States to reaffirm the |
2 | commitment of the United States to a negotiated settlement of |
3 | the Israeli-Palestinian Conflict and supporting United States |
4 | Senate Resolution No. 185. |
5 | WHEREAS, The House of Representatives of the Commonwealth of |
6 | Pennsylvania expresses its strong support of United States |
7 | Senate Resolution 185, which reaffirms the commitment of the |
8 | United States to a negotiated settlement of the Israeli- |
9 | Palestinian Conflict through direct Israeli-Palestinian |
10 | negotiations. It also reaffirms opposition to the inclusion of |
11 | Hamas in a united government unless it is willing to accept |
12 | peace with Israel and renounce violence and, further, declare |
13 | that Palestinian efforts to gain recognition as a state outside |
14 | direct negotiations demonstrates absence of a good faith |
15 | commitment to peace negotiations and will have implications for |
16 | continued United States aid; and |
17 | WHEREAS, The policy of the United States since 2002 has been |

1 | to support a two-state solution to the Israeli-Palestinian |
2 | Conflict; and |
3 | WHEREAS, A true and lasting peace between the people of |
4 | Israel and the Palestinians can only be achieved through direct |
5 | negotiations between the parties. This was the feeling of |
6 | Palestine Liberation Organization Chair Yasser Arafat, who wrote |
7 | to Israeli Prime Minister Yitzhak Rabin on September 9, 1993, |
8 | stating that all outstanding issues relating to permanent status |
9 | will be resolved through negotiations; and |
10 | WHEREAS, The reconciliation agreement signed by Fatah and |
11 | Hamas on May 4, 2011, was reached without Hamas being required |
12 | to renounce violence, accept Israel's right to exist and accept |
13 | prior agreements made by the Palestinians (the Quartet |
14 | conditions). Hamas, an organization responsible for the death of |
15 | more than 500 innocent civilians, including two dozen United |
16 | States citizens, has been designated by the United States |
17 | Government as a foreign terrorist organization and a specially |
18 | designated terrorist organization. It has violated international |
19 | norms since 2006, when it kidnapped and held captive Israeli |
20 | sergeant Gilad Shalit, and it continues to forcefully reject the |
21 | possibility of negotiations or peace with Israel. By contrast, |
22 | Israeli Prime Minister Benjamin Netanyahu has accepted a two- |
23 | state solution to the Israeli-Palestinian Conflict; and |
24 | WHEREAS, Secretary of State Hillary Clinton has stated, "We |
25 | will not deal with nor in any way fund a Palestinian government |
26 | that includes Hamas unless and until Hamas has renounced |
27 | violence, recognized Israel and agreed to follow the previous |
28 | obligations of the Palestinian Authority." The United States has |
29 | also vetoed, under two Presidents, 11 United Nations Security |
30 | Council resolutions related to this conflict and our permanent |

1 | representative to that organization has stated that it is |
2 | "unwise" for the United Nations to attempt to resolve key issues |
3 | between the Israelis and Palestinians. The Congress of the |
4 | United States has also resolved that any attempt to establish |
5 | Palestinian statehood outside the negotiating process will |
6 | "invoke the strongest possible congressional opposition." The |
7 | United States provides more than $550 million annually and more |
8 | than $3.5 billion cumulatively in direct bilateral assistance to |
9 | the Palestinians, who are among the world's largest recipients |
10 | of foreign aid per capita; and |
11 | WHEREAS, The resolution reaffirms the Senate's strong support |
12 | for a negotiated solution, resulting in two states: a democratic |
13 | Jewish State of Israel and a viable, democratic Palestinian |
14 | state, living side-by-side in peace, security and mutual |
15 | recognition. It states its firm belief that any Palestinian |
16 | unity government must publicly and formally forswear terrorism, |
17 | accept Israel's right to exist and reaffirm previous agreements |
18 | made with the State of Israel. It also reiterates its strong |
19 | opposition to any attempt to establish or seek recognition of a |
20 | Palestinian state outside of an agreement negotiated between |
21 | leaders in Israel and Palestine. The resolution supports the |
22 | President's opposition to a unilateral declaration of a |
23 | Palestinian state and calls on other elements of the United |
24 | States Government to continue the strong statements expressed in |
25 | the past; and |
26 | WHEREAS, The House of Representatives of the Commonwealth of |
27 | Pennsylvania acknowledges the bipartisan cosponsorship of this |
28 | resolution by 88 members of the United States Senate, including |
29 | both Senators Robert P. Casey, Jr. and Patrick Toomey of |
30 | Pennsylvania, and its subsequent passage by unanimous consent; |

2 | WHEREAS, It is our hope that this strong message by the |
3 | United States Senate and other legislative bodies around the |
4 | nation will reaffirm its belief to the international community |
5 | that the United Nations recognition of a Palestinian state at |
6 | this time does not further the peace process; and therefore be |
7 | it |
8 | RESOLVED, That the House of Representatives of the |
9 | Commonwealth of Pennsylvania memorialize the Congress of the |
10 | United States to unite this legislative body in support of |
11 | United States Senate Resolution No. 185, and to demonstrate our |
12 | desire to bring about the peace so desperately needed in the |
13 | Middle East; and be it further |
14 | RESOLVED, That a copy of this resolution be transmitted to |
15 | the President of the United States, to the presiding officers of |
16 | each house of Congress and to each member of Congress from |
17 | Pennsylvania. |
