A RESOLUTION

Adopting a temporary rule of the House of Representatives

2

relating solely to certain matters for the fiscal year

3

2009-2010.

RESOLVED, That the House of Representatives adopt a temporary

5

rule to read:

6

TEMPORARY RULE

7

Budget Process for Fiscal Year 2009-2010

8

(a)  Notwithstanding any provision in the Rules of the House

9

of Representatives to the contrary, the following shall apply:

10

(1)  House Bill No. 1416, regardless of printer's number,

11

shall, on July 15, 2009, be posted on the voting schedule for

12

second consideration on July 17, 2009, and for third

13

consideration and final passage on July 18, 2009.

14

(2)  In order to receive consideration, amendments to

15

House Bill No. 1416, regardless of printer's number, must be

16

filed by 10 a.m. on July 16, 2009.

17

(3)  House Bill No. 1416, regardless of printer's number,

18

shall, on July 17, 2009, be called for second consideration

19

and shall be subject to amendment.

(4)  House Bill No. 1416, regardless of printer's number,

2

shall only be subject to amendment on second consideration;

3

and only amendments filed in accordance with paragraph (2)

4

may be considered.

(5)  If House Bill No. 1416, regardless of printer's

6

number, is agreed to the second time, the bill shall, on the

7

next legislative day, be called for third consideration not

8

later than 12 noon; and, if House Bill No. 1416, regardless

9

of printer's number, is agreed to the third time, a vote on

10

final passage shall be taken not later than 10:30 p.m. on

11

that day.

(6)  Each legislative day, House Bill No. 1416,

13

regardless of printer's number, shall be considered as the

14

first order of business; and no other action may be taken by

15

the House until this bill has received consideration for that

16

day.

(7)  The House may not take any action on House Bill No.

18

1416, regardless of printer's number, other than as provided

19

in this rule unless this rule is suspended in accordance with

20

Rule 77 of the Rules of the House of Representatives.

21

(8)  Legislative days may not be removed:

22

(a)  unless by a vote of two-thirds of the members

23

elected to the House; or

24

(b)  until House Bill No. 1416, regardless of

25

printers' number, is passed by the House.

26

(c)  This rule shall expire August 1, 2009.
