A RESOLUTION

Adopting a temporary rule of the House of Representatives

2

relating solely to certain matters for the fiscal year

3

2009-2010.

RESOLVED, That the House of Representatives adopt a temporary

5

rule to read:

6

TEMPORARY RULE

7

Budget Process for Fiscal Year 2009-2010

8

(a)  Notwithstanding any provision in the Rules of the House

9

of Representatives to the contrary, the following shall apply:

10

(1)  Senate Bill No. 850, regardless of printer's number,

11

shall, on July 15, 2009 be posted on the voting schedule for

12

second consideration on July 16, 2009, and for third

13

consideration and final passage on July 17, 2009.

14

(2)  In order to receive consideration, amendments to

15

Senate Bill No. 850, regardless of printer's number, must be

16

filed by 9 p.m. on July 15, 2009.

(3)  Senate Bill No. 850, regardless of printer's

18

numbers, shall, on July 16, 2009, be called for second

19

consideration no earlier than 1 p.m. and no later than 2 p.m.

and shall be subject to amendment.

(4)  Senate Bill No. 850, regardless of printer's

3

numbers, shall only be subject to amendment on second

4

consideration; and only amendments filed in accordance with

5

paragraph (2) may be considered.

(5)  If Senate Bill No. 850, regardless of printer's

7

number is agreed to the second time, the bill shall, on the

8

next legislative day, be called for third consideration not

9

later than 12 noon; and, if Senate Bill No. 850, regardless

10

of printer's number, is agreed to the third time, a vote on

11

final passage shall be taken not later than 10:30 p.m. on

12

that day.

(6)  Each legislative day, Senate Bill No. 850,

14

regardless of printer's number, shall be considered as the

15

first order of business; and no other action may be taken by

16

the House until this bill has received consideration for that

17

day.

18

(7)  The House may not take any action on Senate Bill No.

19

850, regardless of printer's number, other than as provided

20

in this rule unless this rule is suspended in accordance with

21

Rule 77 of the Rules of the House of Representatives.

22

(8)  Legislative days may not be removed:

23

(a)  unless by a vote of two-thirds of the members

24

elected to the House; or

25

(b)  until Senate Bill No. 850, regardless of

26

printers' numbers, are passed by the House.

27

(b)  This rule shall expire August 1, 2009.
