A RESOLUTION

Urging the Congress of the United States to refrain from

2

enacting cap and trade legislation that would negatively

3

impact Americans through the elimination of jobs by

4

increasing the costs of goods and services and instead to

5

enact legislation that encourages states to establish and

6

develop their own renewable energy portfolio standards.

7

WHEREAS, The Congress of the United States is currently

8

debating legislation to implement a cap and trade emissions

9

trading system that would establish certain levels on greenhouse

10

gas emissions, require entities that emit greenhouse gases to

11

purchase government credits to offset emissions and allow the

12

entities to trade or sell the credits; and

13

WHEREAS, Companies that are required to participate in the

14

cap and trade program will ultimately pass the cost of

15

participation in the program on to consumers; and

WHEREAS, The Congressional Budget Office estimates that price

2

increases resulting from a 15% reduction in greenhouse gas

3

emissions would cost the average household between 1.7% to 3.3%

4

of its after-tax income every year, with households in the

5

bottom fifth of the income scale losing the largest share of

6

income; and

7

WHEREAS, The Commonwealth of Pennsylvania and other states

8

use a significant amount of coal to produce electricity; and

9

WHEREAS, Specifically in the United States, more than 50% of

10

the electricity produced is generated by coal, with Pennsylvania

11

receiving approximately 56% of its electricity from coal; and

12

WHEREAS, A cap and trade program will result in significant

13

increases in energy costs for all consumers because the cost to

14

produce electricity from coal will be markedly higher; and

15

WHEREAS, These increased energy costs will disproportionately

16

impact states that are more reliant on coal, such as the

17

Commonwealth of Pennsylvania; and

18

WHEREAS, The Congressional Budget Office has acknowledged

19

that these increases in energy costs will effectively act as a

20

regressive tax affecting every household in the nation, with a

21

disproportionate effect on lower income families; and

22

WHEREAS, The cap and trade program will cause the loss of

23

thousands of jobs and will not result in the overall global

24

decrease of greenhouse gas emissions because many industries

25

that emit greenhouse gas will merely relocate to countries with

26

less stringent standards; therefore be it

27

RESOLVED, That the House of Representatives of the

28

Commonwealth of Pennsylvania urge the Congress of the United

29

States to refrain from enacting cap and trade legislation that

30

would negatively impact Americans through the elimination of

jobs by increasing the costs of goods and services and instead

2

to enact legislation that encourages states to establish and

3

develop their own varied energy portfolio that would include a

4

mix of energy sources including oil, coal and natural gas; and

5

be it further

6

RESOLVED, That copies of this resolution be transmitted to

7

the President of the United States, to the presiding officers of

8

each chamber of Congress and to each member of Congress from

9

Pennsylvania.
