A CONCURRENT RESOLUTION

Committing the General Assembly to withholding funding for The

Pennsylvania State University until completion of the

3

investigation involving the university and its football

4

program.

WHEREAS, In November 2011, as a result of a grand jury

6

presentment and testimony before that grand jury, a scandal

7

erupted concerning sexual abuse of children and the involvement

8

in that abuse of The Pennsylvania State University, its football

9

program and its overall leadership; and

10

WHEREAS, This scandal has brought national focus on this

11

Commonwealth and the university; and

12

WHEREAS, Further investigation is necessary to understand the

13

full implications of the problem, the number of victims, the

14

nature of injuries and the type and degree of culpability; and

15

WHEREAS, Until this investigation is completed, it is

16

improper for the General Assembly to continue funding the

17

university; therefore be it

18

RESOLVED (the Senate concurring), That the General Assembly

19

commit to withholding funding of The Pennsylvania State

University until it is satisfied concerning the full

2

implications of the sexual abuse of children and the involvement

3

in that abuse of the university, its football program and its

4

overall leadership, including the number of victims, the nature

5

of injuries and the type and degree of culpability.
