A CONCURRENT RESOLUTION

Establishing a commission to study the Commonwealth's fragmented

2

system of property tax reassessment, compare it to the

3

property tax reassessment system in Maryland and identify

4

ways to improve the system in Pennsylvania, including the

5

impact of adopting the Maryland system.

6

RESOLVED (the Senate concurring), That the General Assembly

7

direct the Majority leader of the Senate and the Majority Leader

8

of the House of Representatives to appoint a commission to study

9

the Commonwealth's fragmented system of property tax

10

reassessment, compare it to the property tax reassessment system

11

in Maryland and identify ways to improve the system in

12

Pennsylvania, including the impact of adopting the Maryland

13

system; and be it further

14

RESOLVED, That the membership of the commission be comprised

15

of:

16

(1)  The Deputy Secretary for Community Affairs and

Development, Department of Community and Economic

2

Development, who shall serve as chairperson.

3

(2)  The chairperson and minority chairperson of the

4

Local Government Committee of the Senate or their designees.

5

(3)  The chairperson and minority chairperson of the

6

Local Government Committee of the House of Representatives or

7

their designees.

8

(4)  One member of the Senate appointed by the Majority

9

Leader of the Senate.

10

(5)  One member of the Senate appointed by the Minority

11

Leader of the Senate.

12

(6)  One member of the House of Representatives appointed

13

by the Majority Leader of the House of Representatives.

14

(7)  One member of the House of Representatives appointed

15

by the Minority Leader of the House of Representatives.

16

(8)  A representative of the Pennsylvania Economy League,

17

appointed by the Speaker of the House of Representatives from

18

a list submitted by the league to the Speaker of the House of

19

Representatives.

20

(9)  A representative of the County Commissioners

21

Association of Pennsylvania, appointed by the Speaker of the

22

House of Representatives from a list submitted by the

23

association to the Speaker of the House of Representatives.

(10)  A representative of the Pennsylvania State

25

Association of Township Supervisors, appointed by the Speaker

of the House of Representatives from a list submitted by the

association to the Speaker of the House of Representatives.

Authorities Association, appointed by the President pro

tempore of the Senate from a list submitted by the

association to the President pro tempore of the Senate.

(14)  Two representatives of 10,000 Friends of

11

Pennsylvania, one representing the organization at large and

12

one representing the organization's subsidiary campaign to

13

Renew Pennsylvania, both appointed by the Speaker of the

14

House of Representatives from a list submitted by the

15

organization to the Speaker of the House of Representatives.

(15)  The Executive Director of the State Planning Board,

17

or his designee.

(16)  The Executive Director of the Local Government

19

Commission or his designee;

and be it further

21

RESOLVED, That the commission be staffed by the Legislative

22

Office for Research Liaison; and be it further

23

RESOLVED, That the commission be charged to:

24

(1)  Study the current system of property tax

25

reassessment in this Commonwealth.

26

(2)  Study the current system of property tax

27

reassessment in Maryland.

28

(3)  Study the advantages and disadvantages of adopting

29

the Maryland system in this Commonwealth.

30

(4)  Summarize the changes to Pennsylvania law that are

necessary to adopt the Maryland system.

2

(5)  Make other recommendations to improve the system of

3

property tax reassessment in this Commonwealth;

4

and be it further

5

RESOLVED, That the commission report to the General Assembly

6

the results of its study, summary and recommendations and file

7

the report with the Secretary of the Senate and the Chief Clerk

8

of the House of Representatives within six months of the

9

adoption of this concurrent resolution.
