AN ACT

Requiring the provision of a child's birth certificate, which

shows the names and Social Security numbers of the child's

3

father and mother, to receive benefits.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

Section 1.  Short title.

7

This act shall be known and may be cited as the Benefits

8

Information Requirement Act.

Section 2.  Definitions.

10

The following words and phrases when used in this act shall

11

have the meanings given to them in this section unless the

12

context clearly indicates otherwise:

13

"Cash benefits."  Cash benefits offered under the act of June

14

13, 1967 (P.L.31, No.21), known as the Public Welfare Code, or

15

any other act.

16

"Child."  Any resident of this Commonwealth under 18 years of

17

age.

"State program."  A State program offering cash benefits or

medical assistance.

"Medical assistance."  The State program of medical

3

assistance established under the act of June 13, 1967 (P.L.31,

4

No.21), known as the Public Welfare Code.

Section 3.  Information required.

6

No child or mother of a child, when applying for or receiving

7

benefits concerning the child, shall be eligible for benefits

8

from a State program unless the mother of the child provides to

9

the department administering the benefits a copy of the child's

10

birth certificate that shows the names and Social Security

11

numbers of the child's father and mother.

12

Section 10.  Effective date.

13

This act shall take effect in 60 days.
