A RESOLUTION

Recognizing December 3, 2011, as "International Day of Persons

2

with Disabilities" in Pennsylvania.

3

WHEREAS, The annual observance of the "International Day of

4

Persons with Disabilities" aims to promote an understanding of

5

disability issues, the rights of persons with disabilities and

6

gains to be derived from the integration of persons with

7

disabilities in every aspect of the political, social, economic

8

and cultural life of their communities; and

9

WHEREAS, The day, established by the World Programme of

10

Action concerning Disabled Persons and adopted by the United

11

Nations General Assembly in 1982, provides an opportunity to

12

mobilize action to achieve the goal of full and equal enjoyment

13

of human rights and participation in society by persons with

14

disabilities; and

15

WHEREAS, Globally, almost one in ten people is a person

16

living with a disability and recent studies indicate that

persons with disabilities constitute up to 20% of the population

2

living in poverty in developing countries; and

3

WHEREAS, Many persons with disabilities continue to face

4

barriers to their participation in their communities and are

5

often forced to live on the margins of society; and

6

WHEREAS, Persons with disabilities often face stigma and

7

discrimination and are routinely denied basic rights such as

8

food, education, employment and access to health and

9

reproductive health services; and

10

WHEREAS, The United Nations has a long history of promoting

11

the rights and well-being of all people, including persons with

12

disabilities; and

13

WHEREAS, The United Nations has worked to ensure the full and

14

effective participation in the civil, political, economic,

15

social and cultural spheres of all persons on an equal basis

16

with others in order to achieve a society for all; therefore be

17

it

RESOLVED, That the Senate recognize December 3, 2011, as

19

"International Day of Persons with Disabilities" in

20

Pennsylvania; and be it further

21

RESOLVED, That all residents of this Commonwealth are

22

encouraged to recognize the importance of this day.
