A RESOLUTION

Designating the week of April 18 through 24, 2010, as "National

2

Volunteer Week" in Pennsylvania.

3

WHEREAS, "National Volunteer Week" offers the opportunity to

4

thank some of the nation's most valuable citizens and to

5

recognize the myriad of ways that volunteers strengthen our

6

communities; and

7

WHEREAS, Established in 1974, "National Volunteer Week" began

8

when President Richard M. Nixon signed an executive order to

9

establish the week as an annual celebration; and

10

WHEREAS, The 2010 theme "Celebrating People in Action"

11

acknowledges volunteers and challenges all Americans to help out

12

in their communities; and

13

WHEREAS, The HandsOn Network merged with the Points of Light

14

Institute to become the largest volunteer management and civic

15

engagement organization in the nation, and the group's core

16

mission is to inspire, equip and mobilize people to take action

that changes the world and has a network of more than 250

2

affiliates across the country and in 2008 alone helped to

3

deliver more than 30 million hours of volunteer service; and

4

WHEREAS, People are encouraged to demonstrate that by working

5

together they can lift spirits and inspire others; and

6

WHEREAS, Volunteers give their time and talents to help

7

Pennsylvania's most vulnerable citizens, including those who are

8

homeless and hungry, elderly persons, at-risk youth and citizens

9

with disabilities; and

10

WHEREAS, The vulnerable and needy across this Commonwealth

11

rely on the actions of volunteers every day to accomplish goals

12

and overcome challenges; and

13

WHEREAS, Volunteers improve the quality of life for those in

14

need by building homes and handing out food and supplies; and

15

WHEREAS, Volunteers save lives by putting out fires,

16

searching for lost persons or supporting blood drives; and

17

WHEREAS, According to the Bureau of Labor Statistics, the

18

volunteer rate in America rose from 26.4% in 2008 to 26.8% in

19

2009; and

20

WHEREAS, The act of volunteering motivates others to answer

21

the call whether the act is big or small; therefore be it

22

RESOLVED, That the Senate designate the week of April 18

23

through 24, 2010, as "National Volunteer Week" in Pennsylvania.
