A RESOLUTION

Memorializing the United States Postal Service to establish a

Urging the Citizens Stamp Advisory Committee to recommend and

the United States Postal Service to issue a stamp honoring

4

recipients of the Purple Heart as a "Forever," or perpetual,

5

stamp.

6

WHEREAS, The United States Postal Service has issued stamps

7

at various times in the past to honor the brave men and women

8

who have been awarded a Purple Heart because of wounds inflicted

9

by enemy combat; and

10

WHEREAS, Each of these stamp issues tied the Purple Heart

11

stamp to the price of first class postage that was in effect

12

during the period of issuance; and

13

WHEREAS, Creation of a "Forever," or perpetual, Purple Heart

stamp will ensure that, regardless of increases in postage cost

15

and new issues of stamps necessitated by cost increases, there

16

will always be an available stamp at a "Forever" price that

17

honors Purple Heart recipients; and

18

WHEREAS, In 2007, the United States Postal Service issued the

first "Forever Stamp," a perpetual stamp that remains valid and

2

does not decline in value even though the rate of first class

3

postage may increase; and

4

WHEREAS, The United States Postal Service sells a "Forever

5

Stamp" at the first class postage rate in effect at the time the

6

"Forever Stamp" is purchased; and

7

WHEREAS, A "Forever Stamp" can be used as valid first class

8

postage no matter what the rate of the postage is at the time

9

the stamp is used; and

10

WHEREAS, To date, the United States Postal Service has only

11

designated one "Forever Stamp," a stamp which features an image

12

of the Liberty Bell; and

13

WHEREAS, Creation of a "Forever Stamp" featuring the image of

14

the Purple Heart, the oldest military decoration in the world,

15

will ensure that there will always be a stamp that honors past

16

and future Purple Heart recipients; and

17

WHEREAS, Requests for commemorative stamps are considered

18

regularly by the Citizens' Stamp Advisory Committee (CSAC), and

19

its recommendations are vital in convincing the United States

20

Postal Service to issue a new stamp; and

21

WHEREAS, To ensure that a Purple Heart stamp is always in

22

circulation to honor our brave armed forces who have fallen in

battle, it is fitting for the CSAC to consider and recommend a

24

Purple Heart "Forever" stamp; therefore be it

25

RESOLVED, That the Senate memorialize the United States

26

Postal Service to establish a stamp honoring recipients of the

27

Purple Heart as a "Forever," or perpetual, stamp.

"Forever Stamp" featuring an image of the Purple Heart;

RESOLVED, That the Senate urge the Citizens Stamp Advisory

Committee to recommend and the United States Postal Service to

4

issue a "Forever Stamp" honoring recipients of the Purple Heart;

and be it further

RESOLVED, That copies of this resolution be transmitted to

7

the Postmaster General of the United States Postal Service, the

8

members of the Citizens Stamp Advisory Committee, the presiding

9

officers of each house of Congress and to each member of

10

Congress from Pennsylvania.
