| A RESOLUTION |
| |
1 | Designating the month of September 2010 as "Women in Pain |
2 | Awareness Month" in Pennsylvania to recognize the need to |
3 | raise awareness concerning gender disparity in pain |
4 | assessment and treatment. |
5 | WHEREAS, Research indicates that differences in men and women |
6 | exist in the experience of pain, with women generally |
7 | experiencing more recurrent pain, more severe pain and longer- |
8 | lasting pain than men; and |
9 | WHEREAS, Women have a higher prevalence than men of chronic |
10 | pain syndromes and diseases associated with chronic pain, such |
11 | as fibromyalgia, reflex sympathetic dystrophy and |
12 | osteoarthritis; and |
13 | WHEREAS, Although women and men both have strong natural |
14 | pain-killing systems, these systems operate differently as the |
15 | presence of estrogen lowers an individual's threshold for pain |
16 | while testosterone elevates an individual's tolerance for pain; |
17 | and |
18 | WHEREAS, A 2001 study in the Journal of Law, Medicine, and |

1 | Ethics found that women's pain reports are taken less seriously |
2 | than those of men and that women receive less aggressive |
3 | treatment than men for their pain; and |
4 | WHEREAS, According to the National Institutes of Health, pain |
5 | is the most common reason Americans access the health care |
6 | system and more than 76.5 million Americans suffer from pain, |
7 | both chronic and acute, which increases health care costs, |
8 | estimated at $100 billion annually in health care expenses, lost |
9 | income and lost productivity; and |
10 | WHEREAS, Because women respond differently than men to many |
11 | pain medications and tend to receive less aggressive treatment, |
12 | their pain is often more all-encompassing and the level of |
13 | disability is greater; and |
14 | WHEREAS, The difference in the treatment of women in pain, as |
15 | compared to that of men, is more than a personal or gender |
16 | issue; it is a societal issue; and |
17 | WHEREAS, The Women in Pain Awareness Group was founded in |
18 | 2010 to increase awareness of the gender disparity women |
19 | experience worldwide in the assessment and treatment of their |
20 | pain; and |
21 | WHEREAS, The Women in Pain Awareness Group, along with |
22 | Persons With Pain International, believes empowering women to be |
23 | better consumers for their pain management care, sensitizing |
24 | health care professionals to gender pain disparities and |
25 | enlightening public policymakers about pain as a major health |
26 | issue will improve life outcomes for all women in pain; |
27 | therefore be it |
28 | RESOLVED, That the Senate designate the month of September |
29 | 2010 as "Women in Pain Awareness Month" in Pennsylvania; and be |
30 | it further |

1 | RESOLVED, That the Senate draw public attention to the |
2 | important need for women to have their pain managed effectively |
3 | and without bias through self-empowerment, public awareness, |
4 | health care professional education and legislative advocacy. |
