| A RESOLUTION |
| |
1 | Recognizing the month of March 2009 as "Brain Injury Awareness |
2 | Month" in Pennsylvania. |
3 | WHEREAS, Brain injury refers to the death of brain cells and |
4 | disruption of neural pathways which result in changes in the way |
5 | a person thinks, feels and acts; and |
6 | WHEREAS, There are approximately 10 million Americans living |
7 | with brain injury, including stroke; and |
8 | WHEREAS, The cost of treating, rehabilitating and caring for |
9 | the victims of brain injury in the United States is |
10 | approximately $30 billion each year; and |
11 | WHEREAS, More than 130,000 Pennsylvanians are living with a |
12 | long-term disability resulting from Traumatic Brain Injury |
13 | (TBI); and |
14 | WHEREAS, More than 50,000 Pennsylvanians are treated and |
15 | released from emergency rooms for brain injury annually; and |
16 | WHEREAS, Seventy-five percent of all brain injuries are from |
17 | concussion, which affects over 47,000 Pennsylvanians; and |
18 | WHEREAS, Approximately 1.6 to 3.8 million sports-related and |

1 | recreation-related concussions occur in the United States each |
2 | year; and |
3 | WHEREAS, Nationally, children and youth 5 through 18 years of |
4 | age accounted for 2.4 million sports-related emergency visits |
5 | annually; and |
6 | WHEREAS, Acquired brain injury is an injury to the brain, |
7 | secondary to trauma, stroke, postsurgical complications and |
8 | certain acquired disease processes; and |
9 | WHEREAS, TBI is caused by a direct blow to the head or being |
10 | shaken violently; and |
11 | WHEREAS, TBI may be caused by falls, motor vehicle crashes, |
12 | bicycle accidents, sports and recreation injuries, shaken baby |
13 | syndrome, gunshot wounds and assaults; and |
14 | WHEREAS, The signs and symptoms of TBI can be subtle and may |
15 | not appear until days or weeks following the injury or may even |
16 | be missed; and |
17 | WHEREAS, Mild TBI is often underdiagnosed or misdiagnosed, |
18 | with symptoms not always immediately apparent; and |
19 | WHEREAS, TBI is the leading cause of disability and death |
20 | among children and adolescents; and |
21 | WHEREAS, This Commonwealth has a number of the leading |
22 | research centers for brain injury, including the Penn Center for |
23 | Brain Injury and Repair at the University of Pennsylvania, the |
24 | Center for Injury Research and Control at the University of |
25 | Pittsburgh, the Moss Rehabilitation Research Institute and the |
26 | Center for Injury Research and Prevention at The Children’s |
27 | Hospital of Philadelphia; and |
28 | WHEREAS, The Brain Injury Association of Pennsylvania, Inc., |
29 | believes that the best approach to the silent epidemic of brain |
30 | injury is prevention of brain injuries; and |

1 | WHEREAS, Brain injury prevention can be achieved through |
2 | community education and a public awareness campaign; therefore |
3 | be it |
4 | RESOLVED, That the Senate recognize the month of March 2009 |
5 | as "Brain Injury Awareness Month" in Pennsylvania; and be it |
6 | further |
7 | RESOLVED, That copies of this resolution be transmitted to |
8 | the Brain Injury Association of Pennsylvania, Inc., 950 Walnut |
9 | Bottom Road, Suite 15-229, Carlisle PA. |
