| A RESOLUTION |
| |
1 | Urging spending of Federal economic recovery funds on products |
2 | that are made and services that are performed in the United |
3 | States. |
4 | WHEREAS, The economic downturn is having a critical impact on |
5 | everyday Americans who are struggling to maintain or find jobs |
6 | in an increasingly difficult environment; and |
7 | WHEREAS, Those same Americans are the taxpayers that provide |
8 | the revenue needed to operate essential government services; and |
9 | WHEREAS, The Congress of the United States passed and |
10 | President Barack Obama recently signed into law an economic | <-- |
11 | recovery package that will provide billions of dollars to help |
12 | economically devastated cities and states immediately provide |
13 | jobs to millions of out-of-work Americans through considerable |
14 | infrastructure rebuilding, green energy projects and other |
15 | projects that will require manufactured components; and |
16 | WHEREAS, Our taxpayer dollars should be spent to maximize the |
17 | creation of American jobs and restore the economic vitality of |

1 | our communities; and |
2 | WHEREAS, Any domestically produced products that are |
3 | purchased with economic recovery plan funds will immediately |
4 | help struggling businesses and American families and will help |
5 | stabilize the greater economy; and |
6 | WHEREAS, Any economic recovery plan spending for products and |
7 | services should, to the extent possible, include a commitment |
8 | from the Commonwealth to buy materials, goods and services that |
9 | are produced or performed by companies within the United States, |
10 | thus employing the workers that pay taxes for the economic |
11 | recovery plan spending; therefore be it |
12 | RESOLVED, That the Senate work to maximize the creation of |
13 | American jobs and restore economic growth and opportunity by |
14 | urging the spending of economic recovery plan funds on products |
15 | and services that both create jobs and help keep Americans |
16 | employed; and be it further |
17 | RESOLVED, That the Senate urge that products that are made |
18 | and services that are performed in the United States be |
19 | purchased, when possible, with economic recovery funds received |
20 | by the Commonwealth; and be it further |
21 | RESOLVED, That the Senate call upon State agencies to |
22 | promptly publish any request to waive procurement priorities so | <-- |
23 | as to give incorporate Federal and State Buy-American and | <-- |
24 | Domestic-Content requirements to provide American workers and |
25 | producers the opportunity to identify and provide American |
26 | products and services to maximize the success of this nation's |
27 | economic recovery program. |
