A RESOLUTION

Congratulating the Pennsylvania State Association of Boroughs on

2

the 100th anniversary of its founding.

3

WHEREAS, On Tuesday, February 14, 1911, 94 borough officials

4

from across this Commonwealth met in the Pennsylvania Senate

5

Majority Caucus Room to adopt bylaws and elect the first

6

officers of the Pennsylvania State Association of Boroughs, thus

7

starting a vibrant municipal organization that has continued to

8

the present day; and

9

WHEREAS, The association was organized to advance the

10

interests of borough communities, promote legislation and meet

11

annually to discuss common issues affecting boroughs; and

12

WHEREAS, Thomas Chrostwaite, a native of Ashley Borough,

13

Luzerne County, was the visionary leader who helped establish

14

the association and served as its president for the first 46

15

years; and

16

WHEREAS, The association was granted legal recognition by the

17

General Assembly and Governor Brumbaugh in 1915 to act as the

single organization authorized to represent the boroughs of

2

Pennsylvania; and

3

WHEREAS, In the early years of the association, members

4

worked for health regulations to confront high incidences of

5

disease, promoted infrastructure development, which led to job

6

creation and served a vital role in helping to shape State

7

programs that were important to its citizens; and

8

WHEREAS, Today, the association represents more than 900

9

boroughs and more than 9,100 borough officials, provides

10

outstanding municipal training, provides member research

11

assistance, municipal publications and many more beneficial

12

membership programs; and

13

WHEREAS, The association will meet in Hershey April 10

14

through 13, 2011, to mark its 100th anniversary, culminating a

15

year-long celebration; therefore be it

16

RESOLVED, That the Senate congratulate the Pennsylvania State

17

Association of Boroughs on the 100th anniversary of its

18

founding.
