PUBLIC UTILITIES AND CARRIERS -- RENEWABLE ENERGY STANDARD - Provides that any renewable energy project that cannot certify a net reduction of carbon emissions through scientific studies, using the best practices as defined in ISO LCA standards 14040 and 14044, be prohibited or discontinued by the PUC.
