A JOINT RESOLUTION PROPOSING AN AMENDMENT TO ARTICLE III OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE LEGISLATIVE DEPARTMENT, BY ADDING SECTION 15B SO AS TO PROVIDE THAT A BILL OR JOINT RESOLUTION OF THE GENERAL ASSEMBLY IMPOSING OR INCREASING A FEE MAY NOT BECOME LAW UNLESS IT RECEIVES THE APPROVAL OF THREE-FIFTHS OF THE MEMBERSHIP ELECTED TO THE HOUSE OF REPRESENTATIVES AND THREE-FIFTHS OF THE MEMBERSHIP ELECTED TO THE SENATE.
