A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 3 TO CHAPTER 96, TITLE 44, SO AS TO ENACT THE "ELECTRONICS RECYCLING ACT", AND TO PROVIDE FOR THE RECYCLING OF CERTAIN ELECTRONIC DEVICES, TO REQUIRE MANUFACTURERS OF THESE DEVICES TO REGISTER WITH THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, TO PAY REGISTRATION FEES TO FUND THE ADMINISTRATION OF THIS ARTICLE, AND TO PAY FEES TO FUND THE TRANSPORTATION AND RECYCLING OF THESE DEVICES, TO PROHIBIT MANUFACTURERS OF THESE DEVICES FROM SELLING THEM IN THIS STATE UNLESS THE MANUFACTURER IS REGISTERED AND IN COMPLIANCE WITH THIS ARTICLE, TO AUTHORIZE AND ESTABLISH REQUIREMENTS FOR PRIVATE RECYCLING PROGRAMS FOR THESE ELECTRONIC DEVICES, TO REQUIRE THAT ELECTRONIC RECYCLING INFORMATION BE PROVIDED TO CONSUMERS OF THESE DEVICES, AND TO PROHIBIT AFTER DECEMBER 31, 2013 THE DISPOSAL OF THESE ELECTRONIC DEVICES IN SOLID WASTE DISPOSAL FACILITIES.

Enact The "electronics Recycling Act", And To Provide For The Recycling Of Certain Electronic Devices, To Require Manufacturers Of These Devices To Register With The Department Of Health And Environmental Control, To Pay Registration Fees To Fund The Administration Of This Article, And To Pay Fees To Fund The Transportation And Recycling Of These Devices, To Prohibit Manufacturers Of These Devices From Selling Them In This State Unless The Manufacturer Is Registered And In Compliance With This Article, To Authorize And Establish Requirements For Private Recycling Programs For These Electronic Devices, To Require That Electronic Recycling Information Be Provided To Consumers Of These Devices, And To Prohibit After December 31, 2013 The Disposal Of These Electronic Devices In Solid Waste Disposal Facilities.
