Require All State Or Local Public Officials Elected To Office After July 1, 2015, To Receive Specific Ethics Instruction By The State Ethics Commission Or In The Case Of Members Of The General Assembly By The Appropriate Ethics Committees Of Each House, To Require Continuing Ethics Instruction Of These Public Officials Upon Reelection, And To Provide Civil Penalties For Certain Violations.
