A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, TO ENACT "KELLI'S LAW", BY ADDING SECTION 23-6-115 SO AS TO PROVIDE THAT EACH HIGHWAY PATROL VEHICLE MUST BE EQUIPPED WITH A FIELD BREATHALYZER DEVICE THAT MUST BE ADMINISTERED ON A PERSON SUSPECTED OF DRIVING UNDER THE INFLUENCE OF ALCOHOL, DRUGS, OR ANOTHER SUBSTANCE.
