Provide That The Registered Owner Of A Vehicle That Unlawfully Overtakes A School Bus May Be Subject To A Civil Penalty If The Identity Of The Vehicle Operator Cannot Be Determined Or The Vehicle's Registered Owner Can Be Determined, To Provide A Procedure To Adjudicate A Violation Of This Provision, And To Provide For The Distribution Of The Fines And Fees That Are Collected.
