Require The Speaker Of The House Of Representatives To Post Notice Of Vacancies Of Certain Officers Elected By The General Assembly In Every Newspaper With General Circulation In The State Thirty Days Prior To The Election Of Such Officers At The Beginning Of The Organizational Session Of The House, To Require Persons Seeking Such Office To Give Notice Of Their Intention To Seek The Office, And To Provide For The Appointment Of A House Screening Committee In Order To Screen Applicants For Such Offices And Forward The Persons Found Qualified To The Full House For Election.
