Revise The Qualifications Of Persons Who May Be Appointed To The Board Of The District By The Governor Upon Recommendation Of The Majority Of Those Attending A Meeting Of Residents Of The Service Area Of The District, To Provide For The Manner In Which Residents Of The District Are Determined For Purposes Of Voting At This Meeting, And To Provide That Persons Recommended To The Governor For Appointment To The Board Shall Come From Separate And Distinct Portions Of The Overall District.
