A BILL TO AMEND SECTION 16-17-680, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE REGULATION OF THE PURCHASE OF NONFERROUS METALS, SO AS TO PROVIDE THAT A SECONDARY METALS RECYCLER MAY NOT PURCHASE COPPER FOR CASH CONSIDERATION AND ONLY MAY PURCHASE IT BY CHECK OR OTHER SIMILAR WRITTEN INSTRUMENT, A RECORD OF WHICH MUST BE MAINTAINED FOR AS LONG AS OTHER INDENTIFYING INFORMATION IS REQUIRED TO BE MAINTAINED.
