A JOINT RESOLUTION

TO ESTABLISH THE MONUMENT REVIEW STUDY COMMITTEE TO STUDY THE POTENTIALLY OFFENSIVE MONUMENTS ON THE STATE HOUSE GROUNDS AND TO DETERMINE IN WHAT WAY THE MONUMENTS MAY BE REMOVED OR ALTERED TO BE HISTORICALLY ACCURATE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created the Monument Review Study Committee to study the potentially offensive monuments on the State House grounds and to determine in what way the monuments may be removed or altered to be historically accurate.

    (B)    The study committee must be composed of:

        (1)    two members of the House of Representatives appointed by the Speaker of the House of Representatives, at least one of whom must be a member of the minority party;

        (2)    two members of the Senate appointed by the President of the Senate, at least one of whom must be a member of the minority party; and

        (3)    one member appointed by the Governor.

    (C)    The members of the study committee shall seek assistance from state agencies and members of the private sector including, but not limited to, the South Carolina Department of Archives and History, colleges, and universities.

    (D)    The study committee shall provide a report to the General Assembly by December 31, 2021, at which time the study committee shall dissolve.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
