As introduced, requires changeable message signs with digital display permit holders to accept department's emergency communication policy beginning January 1, 2010; requires department, in consultation with TBI and TEMA, to develop emergency communication policy by December 31, 2009. - Amends TCA Title 4; Title 38, Chapter 6; Title 54 and Title 58, Chapter 2.
