Summary
As enacted, permits a municipal judge to use a special substitute judge when the municipal judge is unable to preside; requires the special substitute judge to be appointed in a manner determined by ordinance of the governing body of the municipality or, if no such ordinance, in writing by the municipal judge. - Amends TCA Title 16, Chapter 18, Part 3.
