Summary

As introduced, requires the department of environment and conservation to issue NPDES permits and state operating permits to concentrated animal feeding operations (CAFOs) and animal feeding operations upon request; NPDES permitting remains mandatory for CAFOs that are required to have such permit under federal law. - Amends TCA Title 69, Chapter 3, Part 1 and Chapter 293 of the Public Acts of 2017.
