As enacted, requires that at the end of the trial court proceeding, the clerk pay any money collected from an indigent criminal defendant to the administrative office of the courts rather than directly to the defendant's attorney of record; provides for certain excess funds being paid to appointed attorney. - Amends TCA Title 40, Chapter 14.
