As enacted, changes date of presidential preference primary from first Tuesday in February to first Tuesday in March; changes the qualifying deadline for candidates in a county primary held in February in presidential election years from "the first Thursday in November" to "the second Thursday in December" and specifies that candidates in municipal elections held in conjunction with the presidential preference primary election must file their nominating petitions by the second Thursday in December. - Amends TCA Title 2.
