As enacted, permits a city and a special school district with coterminous boundaries to specify by contract that city funding for the district shall be used half for district operations and half for issuance of bonds and, upon agreement of the city legislative body and the school board at the time that the bonds are issued, proceeds of any such bond issue shall be used for maintenance and construction at schools existing at the time the bonds are issued. - Amends TCA Title 49, Chapter 3, Part 3.
