Bill Title: As enacted, requires any person convicted of a felony and sentenced to a local jail or workhouse to also be sentenced to participate in the jail's work program, if any; and allows sheriff to opt county or individual inmates out of these provisions for various reasons such as security, health or inmate or financial condition of county. - Amends TCA Title 40, Chapter 35.
