Bill Title: As enacted, requires all nonprofit organizations that receive funds from the sale of special license plates to submit an annual accounting to the comptroller and to be in good standing with the secretary of state's office; withholds funds and deems the plate obsolete if the nonprofit organization does not comply with such requirements. - Amends TCA Section 55-4-201.
