Bill Title: As introduced, confers upon general assembly or governor the authority to direct attorney general and reporter to initiate a civil action on behalf of the state and upon general assembly and governor the authority to direct the attorney general to cease a civil action initiated by the attorney general; allows the general assembly to employ outside counsel to advise on additional matters than is currently permitted. - Amends TCA Title 8, Chapter 6.
