Bill Title: As introduced, requires certain government-run proceedings that impose sanctions against a licensed entity to include notice and a hearing before an administrative law judge, and further clarifies that such licensed entity does not have to waive such rights when contracting with the state. - Amends TCA Section 4-5-320.
