Bill Title: As introduced, requires that judicial review of action of the state board of equalization be conducted in accordance with the Uniform Administrative Procedures Act; authorizes reviewing court to remand to board for additional proof upon request of party who was pro se before board and whose case is not substantially prejudiced as a result. - Amends TCA Section 67-5-1511.
