Bill Title: As introduced, elevates the offense of hit and run with a motor vehicle from a Class A misdemeanor to a Class E felony where the driver knew or should have known that the serious bodily injury resulted from the accident; allows the jury to infer that the driver knew or should have known death or bodily injury resulted from the accident if the person involved was a pedestrian or cyclist or other vulnerable user of the highway. - Amends TCA Title 55, Chapter 10, Part 1.
