Bill Title: As enacted, excludes from the definition of "retail sale" in regard to alcoholic beverages (alcohol, spirits, liquor, wine) any transaction between a licensee and its employees in the normal course of employment for which no payment is expected or received and any depletions from a licensee's inventory related to routine business or marketing purposes where all applicable taxes have been paid; authorizes the manufacturer to make complimentary distributions on a periodic basis to its employees in the normal course of employment and to others for routine business or marketing purposes, if such alcoholic beverages are not intended for resale.
