Bill Title: As introduced, establishes that parent who is awarded sole custody of child is not obligated to provide future child support for the child to noncustodial parent while custodial parent maintains sole custody; authorizes parent who is awarded sole custody after child support is ordered by court to petition for modification of child support order. - Amends TCA Title 36 and Title 71.
