Bill Title: As enacted, exempts from the Postsecondary Education Authorization Act of 1974 an educational instruction that: does not lead to a degree; is regulated by the federal aviation administration; and is offered by a postsecondary educational institution that does not require students receiving the instruction to enter into written or oral contracts of indebtedness. - Amends TCA Title 49.
