Bill Title: As introduced, creates the Class C misdemeanor of driving a motor vehicle and talking on a hand-held mobile telephone; creates the juvenile act of persons under 18 driving a motor vehicle and using a hands-free device to talk on a mobile telephone or transmit or read written messages; provides affirmative defense for emergencies, and exception for persons 18 and older using hands-free device. - Amends TCA Title 55, Chapter 8.
