Bill Title: As enacted, authorizes any alcoholic beverage collector to apply to the alcoholic beverage commission for a license to allow the collector to purchase wine and other alcoholic beverages from any authorized entity and sell collective alcoholic beverages, in a face to face transaction only, to any person 21 years of age or older. - Amends TCA Title 57, Chapter 3; Title 57, Chapter 5 and Title 57, Chapter 9.
