Bill Title: As introduced, clarifies that licenses to teach shall be issued only to students who have graduated from a Tennessee institution certified by the department of education or from an out-of-state institution certified by the state in which it is located; provided, state means a state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Northern Mariana Islands or any other United States territory. - Amends TCA Title 49.
