Bill Title: As introduced, clarifies that an annexing municipality possesses the exclusive right to provide utility services in annexed areas if the municipality chooses to provide such services; provides an aggrieved party with the right to appeal the findings of the water and wastewater authority board. - Amends TCA Title 5; Title 6; Title 7; Title 13; Title 65 and Title 68.
