Bill Title: As enacted, prohibits the issuance, transfer, or renewal of outdoor advertising permits or tags to persons who have erected an outdoor advertising device without first obtaining a permit and tag; revises other provisions regarding billboards. - Amends TCA Section 54-21-104 and Section 54-21-105.
