Bill Title: As introduced, provides, effective September 1, 2014, that only those persons who want to carry a handgun concealed are required to have a handgun permit, and permits conversion of handgun carry permit upon its expiration to a concealed carry permit by regular renewal process. - Amends TCA Title 10, Chapter 7; Title 33; Title 38; Title 39; Title 40 and Title 70.
