Bill Title: As enacted, revises provisions governing utility management review boards reviewing rates charged and services provided by public utility districts; requires the comptroller to annually provide a written report to the speaker of the house of representatives and the speaker of the senate listing the average annual water loss contained in the annual audit for those water systems and wastewater facilities operating with continuous financial losses; revises other various provisions governing utility districts. - Amends TCA Title 7, Chapter 82 and Title 68.
